Hammes, author of the Sling and the Stone; Stephen Biddle, Senior Fellow for Defense Policy at the Council on Foreign Relations; and Roger Carstens, Senior Fellow at the Center for a New American Security. It was moderated by Michael Horowitz, Assistant Professor of Political Science at the University of Pennsylvania, and Senior Fellow of FPRI.
