James Kraska is both a scholar and a practitioner, holding the Howard S. Levie Chair of Operational Law at the U.S. Naval War College while serving as Command, Judge Advocate General’s Corps, U.S. Navy. He has participated extensively in interagency planning and international negotiations on nuclear arms control, Arctic security, and piracy. His research and publications focus on maritime security and law of the sea, and his essays have appeared in Foreign Policy , Current History, Survival, Armed Forces Journal and in a variety of law journals, including the Yale Journal of International Law and the Stanford Journal of International Law.
He earned an S.J.D. (Doctor of Juridical Science) from the University of Virginia (2009) and a J.D. (Doctor of Jurisprudence) from Indiana University (1992). His book Seapower, Statecraft and the Law of the Sea will be published by Oxford University Press in 2010.
On November 15th at the FPRI annual dinner Fouad Ajami was presented with the Seventh Annual Benjamin Franklin Public Service Award. The event was attended by over 360 people.
