Despite presidential transitions in Russia and the United States, the bilateral relationship is and will remain troubled. Notwithstanding the end of the Cold War, the loud proclamation of a new “strategic partnership,” and assertions, at least by American officials, of a significant community of interests between Washington and Moscow, growing rifts in interests, policies, status, and perceptions are undermining relations beyond the point of mutual trust.1 While this discord has not precluded bilateral cooperation, even limited partnerships will prove difficult and remain the exception, not the rule, for the foreseeable future.
