For more than five hundred years, philosophers and peace advocates have sought to establish an international organization that would keep the peace, provide security to states, and foster common purposes among them. Ever since the culmination of that effort with the League of Nations in 1919 and the UN in 1945, people have been trying to figure out how to make such organizations work.
