David C.M. Lucterhand is Senior Advisor to MarketGrader.com, an equities research and index provider (Barron’s 400 Index) to institutions globally and Managing Director of MarketGrader Capital, LLC – the investment management arm of the parent. Both companies are based in Coral Gables, Florida. After graduating from Purdue University in 1968, he attended the Russian and East European Institute at Indiana University in 1970 and the University of Illinois at Chicago in 1971 specializing in Soviet Military Education. In 1978, he attended the National Security Forum, Air War College. In the early 70’s, he purchased memberships on the Chicago Board of Trade and the Chicago Board Options Exchange. In 1984, Mr. Lucterhand advised the European Community on developing price floors and revenue streams for the Common Agricultural Policy and succeeded in Congressional passage of an amendment to the Food Security Act of 1986 that established a pilot alternative price support system for U.S. Agriculture and developed pilot asset-backed securities for the privatization of USDA grain stores and assets. He was also chairman of LL Chandos – a NASD  broker-dealer and merchant banking firm. In 2009, Mr. Lucterhand relocated to Miami with his wife after serving fifteen years in Russia, Kazakhstan & Central Asia, Ukraine, and Moldova as Chief of Party and executive agent for USAID in financial sector development. From 2000 – 2003, he appeared regularly on “Khabar Week in Review,” a news and business program sponsored by Kazakhstan state television and the first and only English program of its kind to be broadcast throughout the CIS. A former member of the Chicago Council on Foreign Relations, he is a Trustee of the Foreign Policy research Institute and while living in Russia served as an advisor to the Institute of USA and Canada Studies, Russian Academy of Sciences. In Miami, he is president of the Atlantis on Brickell Condominium Association, Treasurer of the Brickell Homeowners Association (BHA).
