David McMunn

David McMunn, a Senior Fellow in FPRI’s Center on Terrorism, Counter-Terrorism and Homeland Security, has over 40 years of military and private sector experience in intelligence, maritime security, and executive-level program management. Founder and President of McMunn Associates Incorporated, a highly regarded consulting firm that provides policy level support to the highest levels of the U.S. Government and supports intelligence analysis and production, training, maritime security, and emergency incident management requirements for both Government and private sector clientele. Mr. McMunn previously worked at the government senior executive level within Cabinet departments and military services and twice filled key national security positions in the White House.

A former Navy Intelligence Officer, his assignments included: Director of Border Security for the White House (1990 – 1991), responsible for coordinating interagency implementation of the recommendations of the 1988-89 Vice President’s Task Force on Border Security Assistant Chief of Staff for Intelligence, U.S. Atlantic Fleet (1986-1989) Vice President’s Task Force on Combating Terrorism (1985-86) Naval Attaché, U.S. Embassy in Israel (1975-78).

Mr. McMunn holds a master’s degree in History from Georgetown University and completed the National Security Program for Senior Officials at the Kennedy School of Government at Harvard University.
