James Kraska is a Senior Fellow in FPRI’s Program on National Security. He serves as Professor of Oceans Law and Policy in the Stockton Center for the Study of International Law at the U.S. Naval War College, where he previously served as Howard S. Levie Chair in International Law. He is also a Distinguished Fellow at the Law of the Sea Institute, University of California Berkeley School of Law Senior, Fellow at the Center for Oceans Law and Policy at the University of Virginia School of Law, and a Senior Fellow at the Center for Law and National Security at the University of Virginia School of Law. Formerly, he was a Mary Derrickson McCurdy Visiting Scholar on the faculty at Duke University. His publications include numerous scholarly articles and books, including the treatise, International Maritime Security Law (with Raul Pedrozo, Martinus Nijhoff, 2013). Dr. Kraska served more than 20 years as a lawyer and commissioned officer in the U.S. Navy, where he conducted negotiations on law of the sea throughout the world. He earned doctorate degrees in law from University of Virginia and Indiana University.
