Please join us for the second program in a series about defense policy and civic engagement, presented by ULCC Public Affairs’ Evening@65West series, the First Division Museum at Cantigny and the Foreign Policy Research Institute (FPRI).

Our July 28th forum focuses on civil military affairs and the guidelines governing military officers and the political process. What are the “rules of engagement” for members of the military – especially officers – concerning political campaigns and elections? Our panelists:

Dr. Michael P. Noonan, Director of Research and Director of the Program on National Security at the FPRI. A veteran of Operation Iraqi Freedom, he is a member of the International Institute for Strategic Studies, a fellow of the Inter-University Seminar on Armed Forces and Society, and has consulted for the Institute for Defense Analyses. He holds a PhD in political science from Loyola University Chicago and is also a graduate of the University of Scranton and Creighton University.

Dr. Paul H. Herbert, Executive Director of the First Division Museum at Cantigny. A 1972 West Point graduate, he holds a Ph. D. in History from the Ohio State University and is a graduate of the U.S. Army War College at Carlisle Barracks, Pennsylvania. A retired U.S. Army Colonel, Dr. Herbert held a variety of operational assignments, including command of the 1st Battalion, 27th Infantry, and service on the Joint Staff in Washington, DC. He is a member of the American Historical Association; the Chicago Council on Global Affairs; and the International Institute for Strategic Studies.

Our complimentary forum opens with registration at 4:30 p.m., followed by the program at 5:00 and adjournment by 6:30. Snacks will be served and a cash bar will be available for beverages of your choice. Please note: the Union League Club of Chicago maintains a “business casual” dress code – i.e., no jeans, denim or athletic wear.
