Dell L. Dailey is the U.S. State Department Coordinator for Counterterrorism. Prior to his current assignment, he served over 36 years on active duty in the United States Army, participating in major military operations including Operation Desert Storm, Operation Enduring Freedom, and Operation Iraqi Freedom, and reaching the rank of Lieutenant General.

This presentation was part of The Foreign Fighter Problem, a conference sponsored by FPRI’s Program on National Security and hosted by the National Press Club in Washington, D.C.
