Major Ian Bryan, ANG, School of Advanced Air and Space Studies, presentd a paper on foreign fighters and sovereignty, which was discussed by a panel of Jakub Grygiel of SAIS, Johns Hopkins University; and Colonel Mackubin Thomas Owens, USMCR (ret.), United States Naval War College, Editor of Orbis, and Senior Fellow, FPRI. It was moderated by Michael Noonan, Director of FPRI’s Program on National Security.

This presentation was part of The Foreign Fighter Problem, a conference sponsored by FPRI’s Program on National Security and hosted by the National Press Club in Washington, D.C.
