Pakistan combines four combustible elements – Islamist militancy, over a hundred, nuclear weapons, a weak state, and uneasy relations with neighboring India. What are the risks that Pakistan’s nuclear weapons will fall into the wrong hands? This question will be explored by Dr. Timothy D. Hoyt, Professor of Strategy and Policy and John Nicholas Brown Chair of Counterterrorism Studies at the US Naval War College, where he co-chaired the Indian Ocean Regional Studies Group. A participant in Track II discussions with both India and Pakistan, he has published extensively on Pakistani nuclear doctrine and strategic thought and the impact of nuclear weapons on recent crises in South Asia. Hoyt received his Ph.D. in International Relations and Strategic Studies from Johns Hopkins University’s School of Advanced International Studies in 1997.
