FPRI Announces New Senior Fellows

FPRI announces the appointment of Jeff Haynes and James Kraska

Jeff Haynes recently retired as a Colonel from the United States Marine Corps after 24 years of service. During 2008, he commanded Regional Corps Advisory Command-Central where he advised the Afghan National Army’s 201st Corps Commanding General and staff. Concurrently, Colonel Haynes commanded 23 Embedded Training Teams consisting of over 600 advisors and support personnel from all US services and 5 contributing nations distributed throughout central and eastern Afghanistan. He is currently the Vice President for Operations of Glevum Associates, which conducts extensive face-to-face social science research in Afghanistan and Iraq on behalf of the Department of Defense and other clients. James Kraska is both a scholar and a practitioner, holding the Howard S. Levie Chair of Operational Law at the U.S. Naval War College while serving as Command, Judge Advocate General’s Corps, U.S. Navy. He has participated extensively in interagency planning and international negotiations on nuclear arms control, Arctic security, and piracy. His research and publications focus on maritime security and law of the sea, and his essays have appeared in Foreign Policy, Current History, Survival, Armed Forces Journal and in a variety of law journals, including the Yale Journal of International Law and the Stanford Journal of International Law. He earned an S.J.D. (Doctor of Juridical Science) from the University of Virginia (2009) and a J.D. (Doctor of Jurisprudence) from Indiana University (1992). His book Seapower, Statecraft and the Law of the Sea will be published by Oxford University Press in 2010.
