Stephen Gale, Ph.D.

Dr. Gale, Co-Chair of the Center, is an internationally known expert on terrorism and is regularly consulted by governments, private organizations, and the media. He is a member of the faculties of the Regional Science and Political Science Departments at the University of Pennsylvania. His work for the Department of Energy and Exxon led to his development of “VAM” software for estimating the effectiveness and efficiency of investments in security, and its application to the Center’s projects.
