Word is out that Washington’s traditional Arab allies, alarmed at rising terror threats, have been trying to counter jihadist groups on their own. In addition to aggressive military action, homegrown Arab “soft power” efforts have emerged — from media activity to new schools curricula — aiming to undermine extremist ideologies and preempt terrorist recruitment.
