In this presentation about her new book American Umpire (Harvard University Press, 2013), Elizabeth Cobbs Hoffman offers a new interpretation of American foreign policy, exploring America not as an empire but as an umpire. Hoffman is a National Fellow Stanford’s Hoover Institution.
