A nation must think before it acts.
The suggestion that Canada figures somehow as part of America’s current security woes may surprise some. To Canadians, unused as they are to being objects of suspicion—or at least were, until their government aligned itself with those countries unwilling to support military action against Iraq absent UN Security Council approval—it may seem to put matters backwards.
