Draining the Swamp or Feeding the Crocodiles in Subsaharan Africa?

In its 2002 National Security Strategy, the Bush administration committed itself to strengthening the internal security of African states in support of America’s strategic interests. The connection between African security and U.S. interests has become increasingly clear: weak and failed states in subsaharan Africa are a breeding ground for terrorism. U.S. policymakers are now devising methods to interdict terrorists and their funding, or to ‘‘drain the swamp.’’ But remarkably little analysis of U.S. policy in Africa and the ramifications of training Africa’s internal security organizations has made its way into American news.
