The recently released report of the UN Millennium Project, chaired by Jeffrey D. Sachs of Columbia University, advocates donor countries’ doubling foreign aid to the world’s most impoverished countries, which would require these wealthy nations to contribute 0.5 percent of their national incomes. The objective would be to halve extreme poverty and greatly improve living conditions by 2015.
