Sayre Schatz, Ravi Gulhati and Satya Yalamanchili, and Raymond Hopkins, in particular, argue that laissez-faire won’t work in Africa; that reforms must be carefully sequenced; and that evidence on the relationship between food subsidies and declining agricultural productivity is scant.
