Dan Owen

Fellow - Eurasia Program

Dan Owen is a Fellow in the Eurasia Program. He is a career U.S. Coast Guard officer specializing in international affairs, defense operations, and maritime operations afloat.  Prior to joining the Coast Guard he served as an enlisted member in the U.S. Marine Corps Reserves from 1998-2002.  His research interests include international maritime security, national defense, transnational organized crime, and irregular warfare.  He served several years in the South Caucasus as a regional maritime advisor while detailed to the U.S. Department of State’s Export Control and Related Border Security program.  During that period he was instrumental in planning and implementing a post-2008 war, multi-million U.S. dollar foreign assistance program leading to the revitalization and modernization of Georgia’s maritime forces and rapid attainment of multiple NATO maritime partnership goals.  He is currently assigned to the Washington, DC area as a joint strategic planner within the U.S. Coast Guard Headquarters Office of Counterterrorism and Defense Operations Policy.  He received his BS magna cum laude from James Madison University, double majoring in Political Science and Public Administration.   He also holds a MPA from Seattle University and a MA in National Defense and Security Studies from the U.S. Naval War College.
