David Rusa received his primary and secondary education in Fort Portal City, Uganda. He received a Bachelor of Arts Honors degree in Political Science from Makerere University and a master’s degree in international relations from Cavendish University in Uganda.

He served in the Ugandan Security Service for 37 years and retired at the level of Director in 2021.

Currently He is a lecturer on international relations and security studies at Cavendish University.
