Devin T. Stewart is senior program director and senior fellow for Carnegie Council’s Asia Dialogues research and exchange program. His analytical work focuses on political and economic change in East Asia. He is also staff adviser for the Council’s Carnegie New Leaders program.

Stewart first joined Carnegie Council as program director and senior fellow in 2006. Since then he has also been named a Truman Security Fellow and Next Generation Fellow, and an adjunct assistant professor in international affairs at Columbia University and New York University. From 2012 to 2015, Stewart ran Carnegie Council’s Centennial projects, including a global fellows program and a community dialogue program on five continents chaired by Michael Ignatieff.

From 2010 to 2012, Stewart was senior director of business and policy programs at Japan Society in New York where he coordinated the organization’s response to the Tohoku earthquake and Fukushima nuclear crisis. From 2006 to 2010, he directed Carnegie Council’s globalization and young professionals programs and led research projects and delegations in Asia. In 2004, he was appointed assistant director of studies and then Japan Studies fellow at the Center for Strategic and International Studies (CSIS) in Washington, DC and was affiliated with CSIS until 2010. 

From 2000 to 2004, Stewart was a researcher and writer in Tokyo, Japan, based at the Research Institute of Economy, Trade, and Industry (RIETI) and then at the Daily Yomiuri (Japan News) where he covered economic and foreign policy issues. He also chaired the Korea-Japan Study Group in Tokyo and in Washington. Earlier in his career, he was a researcher and editor at the Japan External Trade Organization (JETRO) in New York City and served on the staffs of the U.S. Senate Committee on Foreign Relations and U.S. Senator Barbara Mikulski in Washington, D.C. 

Stewart’s writings have appeared in more than ten languages, including in Foreign Affairs, American Interest, Newsweek, Foreign Policy, The Wall Street Journal, The New York Times, and The National Interest. Stewart has been interviewed by the BBC, USA Today, Dow Jones, AFP, Reuters, Xinhua, Jiji Press, Al Jazeera, and The Diplomat. He is a contributing author to several monographs and books, including Reimagining Japan: The Quest for a Future that Works (Simon & Schuster, 2011), Tsunami: Japan’s Post-Fukushima Future (Foreign Policy, 2011), and Energy Security Challenges for the 21st Century: A Reference Handbook (Praeger Security International, 2009).

Stewart received an MA from the Johns Hopkins School of Advanced International Studies (SAIS) and a BA with honors from the University of Delaware.
