Garrett I. Campbell, CAPT, USN (Ret) is currently supporting NATO’s Strategy, Plans, and Policy Directorate in the implementation of its Warfare Development Agenda (WDA). The focus is the implementation of NATO’s Warfighting Capstone Concept (NWCC) and institutionalization of Multi-Domain Operations across the spectrum of the Alliance’s military activities. He is part of the Warfare Development Fusion (WDF) Branch involved in cross-directorate coordination within Allied Command Transformation (SACT) wargaming and future force development efforts. As a recognized Russia military Subject Matter Expert, he consults ACT on Russian military strategy, policy, operations and doctrine, and the Russian Way of War.
