Robert E. Harkavy is a Professor of Political Science at the Pennsylvania State University and an associate of that university’s Institute for Policy Research and Evaluation (IPRE). He recently authored (with Geoffrey Kemp) Strategic Geography and the Changing Middle East (Brookings Institution Press, 1997).
