Timothy L. Thomas

Timothy L. Thomas (LTC retired) is an analyst at the Foreign Military Studies Office at Fon Leavenworth, Kansas. This article was prepared as part of the author’s work as a government employee. Mr. Thomas has served as Director of Soviet Studies at the United States Army Russian Institute (USARI) in Garmisch, Germany. He is currently an assistant editor at the journal European Security.
