Felix K. Chang is a senior fellow at the Foreign Policy Research Institute.  He is also the Chief Operating Officer of DecisionQ, an artificial intelligence engineering company.  He previously served as a senior planner and an intelligence officer at the Defense Intelligence Agency and an assistant professor at the Uniformed Services University of the Health Sciences.  He was also a consultant in Booz Allen Hamilton’s Strategy and Organization practice; among his clients were the U.S. Department of Energy, U.S. Department of Homeland Security, U.S. Department of the Treasury, and others.  Earlier, he was a strategic planning advisor at Mobil Oil Corporation, where he dealt with strategic planning for upstream and midstream investments across Asia and Africa.

His publications have appeared in American Interest, National Interest, Orbis, and the U.S. Army War College’s Parameters.  His latest FPRI E-Book is Transforming the Philippines’ Defense Architecture: How to Create a Credible and Sustainable Maritime Deterrent. His ongoing research concentrates on military, economic, and energy security issues in Asia and Europe as well as the financial industry around the world.  He received his M.B.A. from Duke University and M.A. and B.A. from the University of Pennsylvania.
