Ned Breen is a US Naval Officer whose career spans carrier aviation, defense diplomacy, and strategic military education. He currently serves at the US Naval War College as the Deputy Director of the International Maritime Staff Operators Course, where he oversees the operational delivery of coalition maritime education and instructs global partners.
Prior to his current role, Breen spent over a decade flying the F/A-18 operationally, completing multiple combat deployments in support of operations in Afghanistan and Iraq. He later served as a flight instructor and all-phase standardization pilot, developing curricula for future strike fighter aviators. Transitioning to defense diplomacy, he served as the US Navy Attaché to Honduras and Belize, representing the Chief of Naval Operations and Secretary of the Navy to host-nation governments and advising US Embassy country teams on maritime policy.
Breen holds graduate degrees in Defense and Strategic Studies, as well as National Security and Strategic Studies, from the Naval War College. He also earned a Master of Arts from The Fletcher School at Tufts University’s Global Master of Arts Program.
