Carol Rollie FlynnThe “lone wolf” phenomenon presents special challenges to counterterrorism personnel. Due to the advent of the Internet and social media, individual actors are able to gain access to weapons and know-how without any apparent connection to established terrorist groups. Drawing on her 30-year career at the CIA, FPRI’s Rollie Flynn will assess the threat from these inspired terrorists and explore ways to counter the lone wolf phenomenon. Flynn held many executive positions in the CIA and was Station Chief in posts in Southeast Asia and Latin America, as well as a Clandestine Officer in Africa and Southeast Asia.
