The Retreat of Democracy in Africa – Real or Imagined?

A number of coups and attempted coups in sub-Saharan Africa in 2020 and 2021 call into question the state of representative government on the continent and the commitment of its ruling elite to democracy. Is this indicative of a retreat from democracy, emulating what appears to be a global trend toward autocracy, or a response to the current world situation, including the Covid pandemic? Or is it just a momentary bit of backsliding that can be reversed?

Join our panel of experts who will address the issue of democratization in sub-Saharan Africa. Former Assistant Secretary of State for African Affairs Tibor Nagy and Professor Paul Nantulya of the National Defense University will join FPRI trustee and Chair of the Africa Program, former ambassador Charles Ray for a look at the state of democracy in Africa.

Tibor P. Nagy

Tibor P. Nagy - Ambassador Nagy was most recently US Assistant Secretary of State for Africa. Prior to that, he served as Vice Provost for International Affairs at Texas Tech University for 15 years, following a 32-year diplomatic career. During his 22 years at eight African postings he was US Ambassador twice (Ethiopia and Guinea), and Deputy Ambassador four times (Seychelles, Togo, Cameroon, and Nigeria).

Paul Nantulya

Paul Nantulya - Paul Nantulya is a Research Associate at the Africa Center for Strategic Studies. He is a subject matter specialist on Chinese foreign and security policy, China/Africa relations, and Africa’s relations with Southeast Asian countries.

Charles A. Ray

Charles A. Ray - Charles A. Ray, a member of the Board of Trustees and Chair of the Africa Program at the Foreign Policy Research Institute, served as US Ambassador to the Kingdom of Cambodia and the Republic of Zimbabwe.
