“The problem is that you’re monitoring very large numbers of people. It’s very difficult to be able to arrest them prior to an attack. So it’s not so much that they underestimated the threat – Belgium’s been on extremely high alert for a long time – it’s just that capabilities are strained in dealing with it.”
