The Foreign Policy Research Institute (FPRI) is pleased to welcome Jon Metzler and Mirna Galic as Non-Resident Senior Fellows in the Asia Program, and David Marsh as a Non-Resident Fellow in the National Security Program. 

David Marsh is a Fellow in the National Security Program at the Foreign Policy Research Institute (FPRI). He is a space industry professional focused on using technologies in orbit to improve life and solve geopolitical challenges on Earth. He previously served as the Director of Strategy for Voyager Technologies, where he helped plan for the future of human spaceflight onboard commercially-owned space stations. A member of The Explorers Club, he was selected for the Young Explorer 2024 award for his research addressing the impact of space technology on remote Arctic communities. Prior to his time in the space industry, he supported the US government as a consultant, working on security cooperation projects in the Middle East and Latin America. He received his bachelor’s degree in international relations from the University of California, Los Angeles, and is currently a graduate student at the Georgetown School of Foreign Service.

Jon Metzler is a Non-Resident Senior Fellow in the Asia Program at the Foreign Policy Research Institute (FPRI). He is also a Continuing Lecturer at the Haas School of Business at the University of California, Berkeley, where he teaches on strategy for the networked economy, international business, including business in Japan, and innovation and entrepreneurship. Jon teaches at the undergraduate and graduate levels. Research interests include 5G and wireless infrastructure; sharing economies; aging and longevity; and regional clusters, including semiconductor clusters. Prior to returning to campus to teach, Jon founded Blue Field Strategies, a consulting firm helping infrastructure clients accelerate service innovation via market research and entry support, market and policy advocacy, and direct and indirect investment sourcing, due diligence, and post-investment operationalization.

Mirna Galic is a Non-Resident Senior Fellow in the Asia Program at the Foreign Policy Research Institute (FPRI). She served as senior expert on East Asia at the United States Institute of Peace, leading projects on defense and deterrence related to China with a special focus on Japan and other key US allies. Galic previously worked in Tokyo as a Council on Foreign Relations-Hitachi International Affairs fellow at the Japan Institute of International Affairs, where she published research on Japan’s security reforms, its changing strategic posture, and its deepening relationship with NATO. Galic also spent six years as senior adviser for international partnerships at the US Department of State, where her duties included coordinating with officials from Japan and other ally and partner countries to advance US policy priorities and programs for Afghanistan. Prior to joining the Department of State, she served as a senior foreign policy adviser in the US Senate and as a special adviser on counterterrorism in the Executive Office of the Secretary-General at the United Nations.
