Paul Dibb is a professor and head of the Strategic and Defense Studies Center in the Research School of Pacific and Asian Studies at the Australian National University. Previously, he served as Australia’s deputy secretary of defense for strategic policy and intelligence, and director of the Defense Intelligence Organization.
