Non-Resident Fellow - Asia Program
Shannon Vaughn is a Non-Resident Fellow with the Asia Program at the Foreign Policy Research Institute (FPRI). He specializes in China, emerging technology, and artificial intelligence, with a focus on the strategic consequences of Beijing’s tech-industrial policies for US alliances and Indo-Pacific security.
A career US Army Reserve intelligence officer, he leads efforts to integrate AI-enabled workflows into the US joint intelligence enterprise and previously served as Chief of Artificial Intelligence for a US Army Reserve intelligence command. Earlier, he supported US embassy defense engagement across East Asia and Oceania. Vaughn holds a Master’s in International Business and Policy from Georgetown University and is a graduate of the University of North Georgia and the Department of Defense Language Institute, where he studied Mandarin Chinese.
